Litchfield and Dysart Roads Ramp Closures Continue

Upcoming Restrictions

This week, construction progress continues with scheduled restrictions as part of the Interstate 10 Improvement Project. The current closure at 107th Avenue underneath I-10 continues through mid-March while the westbound I-10 bridge is rebuilt.

The eastbound I-10 Litchfield Road on-ramp and the eastbound I-10 Dysart Road off-ramp closures will continue for the next 2-3 weeks. Because the construction on this first eastbound section of I-10 is ahead of schedule, ADOT has an opportunity to begin work on the westbound I-10 between Litchfield and Dysart roads. In order to minimize future traffic impacts to large events such as NASCAR races at P.I.R. in April and the ongoing spring training in Goodyear, construction on the westbound side of I-10 will overlap with the current ramp closures on the eastbound side for approximately 2-3 weeks.

Beginning Friday, Feb. 27, the westbound Litchfield Road off-ramp and the Dysart Road on-ramp at I-10 will close to reconstruct the existing lanes of I-10 to match the new median lanes. This closure was not taken lightly, and after working with our partners ADOT is confident that the work on these ramps can be completed early. During the ramp closures, Litchfield and Dysart roads will remain open underneath I-10 and business access will be maintained. The I-10 Improvement Project will soon reach a major milestone when construction of the new median lanes between Sarival Avenue and Loop 101 (Aqua Fria Freeway) enters its next phase. During the next several months, traffic between Estrella/Pebble Creek Parkway and Dysart Road will be moved to the new median lanes as crews begin reconstruction of the existing I-10 lanes, which will require on- and off-ramp closures at times. Drivers are encouraged to use adjacent ramps. Crossroads underneath I-10 and business access will remain open during construction.

Project Information

The I-10 Improvement Project will provide additional lanes between Verrado Way and Loop 101 (Agua Fria Freeway). The freeway expansion includes widening the existing median and adding outside lanes to improve east/west traffic flow in the West Valley.

This project is one of the first elements of the Regional Transportation Plan and is funded through a voter-approved sales tax to improve and construct new transportation options in Maricopa County through 2025. ADOT strives to inform the public about planned freeway restrictions. As with any complex construction project, there is a possibility that severe weather or other unforeseen difficulties may result in unscheduled closures or restrictions.

107th Avenue
Monday, Jan. 12 - Saturday, March 21
1 a.m. - 4 p.m.

Monday, Jan. 12 - Friday, May 15
1 a.m. - 4 p.m.
The westbound I-10 on-ramp at 99th Avenue is closed for bridge work and is scheduled to reopen on Friday, May 15 at 4 p.m. Business access will remain open. Motorists are encouraged to use adjacent I-10 interchanges. View Map

Eastbound Litchfield Road On-Ramp
Friday, Feb. 6 - Tuesday, April 7
11:30 p.m. - 9:30 a.m.

11:30 p.m. - 9:30 a.m.
The I-10 westbound between Dysart Road and Litchfield Road will be restricted to one lane overnight from 11:30 p.m. Friday, Feb. 27 until 9:30 a.m. Saturday, Feb. 28.

Work Zone Safety

Safety is a vital part of the ongoing construction process. It is important to plan ahead for restrictions and to slow down in the work zone. Drivers and pedestrians are responsible for staying alert and obeying traffic laws; including signage, traffic barricades and flaggers within construction work zones. Most importantly: slow down in the work zones. The speed limit on I-10 has been reduced to 55 mph in work zones for the project duration. National Drunk and Drugged Driving Prevention

Every day, 36 people in the United States die, and approximately 700 more are injured, in motor vehicle crashes that involve an alcohol-impaired driver.

This December, during National Drunk and Drugged Driving Prevention Month (3D Month), consider what you and your community can do to make injuries and deaths from impaired driving less of a threat.

The Problem
  • According to the National Highway Traffic Safety Administration (NHTSA), about three in every ten Americans will be involved in an alcohol-related crash at some point in their lives.
  • In 2006, 13,470 people died in alcohol-impaired driving crashes, accounting for nearly one-third (32%) of all traffic-related deaths in the United States.
  • In one year, over 1.4 million drivers were arrested for driving under the influence of alcohol or narcotics. This accounts for less than 1% of the 159 million self-reported episodes of alcohol–impaired driving among U.S. adults each year.
  • Alcohol-related crashes in the United States cost about $51 billion a year.

Protect Yourself and Your Family and Friends

During the holiday season, and year-round, take steps to make sure that you and everyone you celebrate with avoids driving under the influence of alcohol. Following these tips from NHTSA can help you stay safe:
  • Hand passing car keys to a alcohol drinking personPlan ahead. Always designate a non-drinking driver before any holiday party or celebration begins.
  • Take the keys. Do not let a friend drive if they are impaired.
  • Be a helpful host. If you’re hosting a party this holiday season, remind your guests to plan ahead and designate their sober driver, always offer alcohol-free beverages, and make sure all of your guests leave with a sober driver.
Know How Communities Can Help

Proven community and state-level methods for reducing alcohol-impaired driving include:
  • Sobriety checkpoints. Studies found that fatal crashes thought to involve alcohol dropped by about 22% following implementation of sobriety checkpoints.
  • Minimum legal drinking age (MLDA) laws. Studies found that raising the MLDA to 21 reduced crashes by about 16% among people ages 18.20 years.
  • 0.08% BAC laws. Fatal alcohol-related crashes declined about 7% after 0.08% BAC laws were passed.
  • "Zero tolerance" laws for young drivers. Three studies found that zero tolerance laws resulted in declines in fatal crashes among drivers ages 18.20 years of between 9% and 24%.

Safety in Storm

Quick Safety Tips
  • Pull off the roadway.
  • Stop.
  • Turn off all vehicle lights.
  • Set your emergency brake and take foot off the brake.
  • Buckle up.
Guidelines for Traveling in Dust Storms
  • NEVER stop in the travel lane.
  • Travel at a speed suitable for limited visibility.
  • If you can't pull off the road, turn your LIGHTS ON.
  • Sound your horn intermittently.
  • Use the painted lane striping to guide you.
  • If possible, look for a safe place to PULL OFF THE ROAD.
If you do pull off the road, observe the following safety tips:
  • Set your emergency brake.
  • Take your foot off the brake pedal.
  • Turn off all vehicle lights.
  • Wait out the storm.
When returning to the pavement, be aware that the road may be slippery and in some cases, pavement markings may be obscured by sand and dust blown on the road. Rain frequently accompanies dust storms and will cause slippery conditions.

Loop 303 Construction Update

Loop 303 between US 60 (Grand Avenue) and Happy Valley Parkway
Friday, Mar. 6 - Monday, Mar. 9
9 p.m. - 5 a.m.

Loop 303 will be closed in both directions between US 60 (Grand Avenue) and Happy Valley Parkway on Friday, Mar. 6 at 9 p.m. until Monday, Mar. 9 at 5 a.m. for completion of the temporary construction detour at Loop 303 and Happy Valley Parkway. Local traffic access will be provided between US 60 (Grand Avenue) and El Mirage Road. During the closure, there will be no access to or from Loop 303 at Happy Valley Parkway. Northbound traffic on Loop 303 will be detoured onto US 60 (Grand Avenue) southeast to Bell Road, east to 99th Avenue, north to Lake Pleasant Parkway then north to Happy Valley Parkway.

Drivers can access southbound Loop 303 by taking Lake Pleasant Parkway south to 99th Avenue, south to Bell Road, west to US 60 (Grand Avenue) then northwest to Loop 303.Drivers are encouraged to allow additional travel time during the closure. The detour is designed to minimize impacts to traffic during construction of the interchange at Loop 303 and Happy Valley Parkway. Once the temporary construction detour is in place, ADOT anticipates relatively few impacts to traffic while the project is constructed.

Northbound I-17 closed overnight this weekend

Upcoming Restrictions

Several restrictions are planned this week for construction of I-17 improvements. Please see below for information about restriction dates, times and alternate routes.

I-17 between Union Hills Drive and Pinnacle Peak Road
Saturday, Feb. 21 - Sunday, Feb. 22
10 p.m. - 9 a.m.
Northbound I-17 will be closed overnight between Union Hills Drive and Pinnacle Peak Road from Saturday night until Sunday morning to realign temporary concrete barrier and re-stripe travel lanes. Traffic will be detoured north on 19th Avenue to re-enter I-17 at Pinnacle Peak Road.

I-17 between Rose Garden Lane and Union Hills Drive
Sunday, Feb. 22 - Monday, Feb. 23
10 p.m. - 5 a.m.
Southbound I-17 will be restricted to one lane overnight between Rose Garden Lane and Union Hills Drive from Sunday night until Monday morning to realign temporary concrete barrier and re-stripe travel lanes. The Loop 101 ramps to southbound I-17 will also be closed. Ramp detour: westbound Loop 101 traffic will detour south on 19th Avenue to enter I-17 at Union Hills Drive; eastbound traffic will detour south on 27th Avenue to enter I-17 at Yorkshire Drive.

Loop 101 (Agua Fria Freeway) between 27th and 23rd avenues
Wednesday, Feb. 25 - Thursday, Feb. 26
11 p.m. - 5 a.m.
Eastbound Loop 101 will be closed overnight between 27th and 23rd avenues from Wednesday night until Thursday morning for work related to the I-17 overpass bridge. Eastbound Loop 101 traffic will be detoured onto the 27th Avenue ramps.

Loop 101 (Agua Fria Freeway) between 27th and 23rd avenues
Thursday, Feb. 26 - Friday, Feb. 27
11 p.m. - 5 a.m.
The eastbound Loop 101 frontage road (Beardsley Road) will be closed overnight between 27th and 23rd avenues from the night of Thursday, Feb. 26 until the morning of Friday, Feb. 27 for work related to construction of the I-17 overpass bridge. Traffic will be detoured south on 27th Avenue to Yorkshire Drive/Utopia Road and east to 23rd Avenue to reconnect with the frontage road.

How to avoid driving tired on long trips

  • Take regular breaks - at least 15 minutes every two hours and an additional 30 minutes every 5 hours is recommended.
  • Pull into rest areas, tourist spots and Driver Reviver sites
  • Avoid drinking alcohol before and during the trip.
  • Check with your doctor if any medications you are taking affect your driving ability.
  • Eat properly - not too little, not too much. Big meals can make you drowsy.
  • Get plenty of sleep before your trip - not getting enough quality sleep before your trip is dangerous.
  • Don't drive for more than 8-10 hours in a day. If driving a heavy vehicle, demerit points and fines apply if you commit a fatigue offence.
  • Get fresh air in the car and during breaks.
  • Share the driving.
  • Plan ahead-arrange stops and rest overnight.
  • Check for warning signs of tiredness
  • As soon as you feel tired, stop and rest.

Loop 101 (Price Freeway) to Rural Road Traffic Restrictions

11 p.m. Friday, Feb 20 through 5 a.m. Monday, Feb 23

Preparation for the upcoming merging lane closure requires a traffic restrictions starting at 11 p.m. Friday (Feb 20) to 5 a.m. Monday (Feb 23) including:
Westbound US 60 - Double right-lane closure.
Westbound McClintock Drive - On-ramp closed.
Westbound Rural Road - Off-ramp closed.
North and southbound Loop 101 (Price Freeway) to westbound US 60 (Superstition Freeway) connection ramps - closed.

Westbound Merging Lane closure loop 101(price freeway) to Rural Road

Beginning Monday, Feb. 23, for up to 60 days

As part of the US 60 (Superstition Freeway) widening project, merging lanes are being added and/or re-constructed. The addition of these merging lanes (far right-hand side) between interchanges is designed to improve safety and traffic flow by giving drivers more room to merge on and off the freeway. In order to construct the new merging lanes, the following restriction is required:

New projects include new lanes on Loop 303, widening of Loop 202

For months Valley drivers have been watching the progress along their daily commute routes as freeways are widened and new lanes take shape. As the new year begins, drivers can look forward to the completion of construction along several busy Valley freeways, opening up more lanes along these highly traveled areas.

As some long anticipated projects to add lanes and widen existing freeways will be finished, others will get started. It promises to be a busy year ahead for the Arizona Department of Transportation with freeway construction across the Phoenix metropolitan area.

Loop 303

One of the most notable new projects is the beginning of construction on a new segment of Loop 303. ADOT will build two new lanes in each direction along a 14 mile stretch from Happy Valley Parkway to Interstate 17. Construction is scheduled to start this spring. The project will be complete in 2012.

Loop 202 and US 60/Grand Avenue

Two other new projects scheduled to get under way this spring include the addition of new lanes along the Loop 202 (Red Mountain Freeway) from State Route 51 to Loop 101 (Pima Freeway) and the addition of one new lane in each direction along US 60/Grand Avenue from Loop 303 to 83rd Avenue. Both projects will be complete in 2010.

This will also be a banner year for the completion of major projects.

This year ADOT is finishing up major widening projects on I-10 and I-17. The additional lanes on these major interstates will offer modern gateways to the Valley as people travel for work or play.

Interstate 10

Currently, I-10 is being widened by two lanes in each direction from Loop 101 to Sarival Avenue. The second phase of the I-10 improvement project will begin this year with the expected widening of Sarival Avenue to Verrado Way and also from Dysart Road to Sarival Avenue.

Interstate 17

I-17 is also being widened by two lanes in each direction from Loop 101 to the Carefree Highway. The next stage of freeway improvements is expected to begin this year, adding one new lane in each direction from the Carefree Highway to Anthem Way.

US 60 and Loop 101 carpool lanes

Two final projects that will come to a close in 2009 are the widening of US 60 (Superstition Freeway) from I-10 to Loop 101 (Price Freeway) and the construction of carpool lanes along Loop 101 (Pima Freeway) in North Phoenix, Scottsdale and Chandler.

The North Phoenix carpool lanes run from Tatum Boulevard to Princess Drive. In Scottsdale, the carpool lanes start at Princess Drive and go to Via de Ventura. And in Chandler, the lanes start at the Loop 202 (Red Mountain Freeway) in Tempe and end at the Loop 202 (Santan Freeway) in Chandler.

Projects around Arizona

Valley drivers will also hear more this year about two major construction projects in other parts of the state projects they may encounter on their travels. In Tucson, ADOT is widening a five mile stretch of Interstate 10 to include four lanes in each direction between Prince Road and 29th Street. The project began in 2007 and is expected to be completed by the end of the year.

Valley residents traveling to Las Vegas this year will notice the widening of a 15 mile stretch along US 93 approaching the Hoover Dam Bridge. Construction will begin this month to widen the highway to two lanes in each direction, a project that will connect to the Hoover Dam Bypass, which is currently under construction. The US 93 project is expected to be complete in 2011.

The Valley freeway construction projects are included in the 20 year Regional Transportation Plan for Maricopa County. More than $15 billion in comprehensive, diverse transportation improvements are funded in the plan through a voter-approved sales tax. US 60 (Superstition Freeway) Widening Project Update: Friday, February 13 - Friday, February 20, 2009
Upcoming Traffic Restrictions
Westbound US 60
Westbound US 60 will be narrowed to two lanes overnight between McClintock Drive and Rural Road. The Rural Road on-ramp will be closed at this time. Dates and times include:

  • 9 p.m. Sunday (Feb. 15) to 5 a.m. Monday (Feb. 16)
  • 9 p.m. Monday (Feb. 16) to 5 a.m. Tuesday (Feb. 17)
  • 9 p.m. Tuesday (Feb. 17) to 5 a.m. Wednesday (Feb. 18)

Mill Avenue Ramp Closure
Eastbound Mill Avenue off-ramp is currently closed and anticipated to reopen in late February. Kyrene Road
Northbound and southbound lane shift on Kyrene Road at the US 60 overpass. This work has resulted in the closing of bike lanes.
Hardy Drive
Northbound and southbound lane shift on Hardy Drive at the US 60 overpass. This work has resulted in the closing of bike lanes.
Project Overview
The US 60 Widening Project will construct an additional lane in each direction along the Superstition Freeway. These improvements will increase traffic capacity leading to and from the interchange with I-10 near the Broadway Curve. This project is part of the Regional Transportation Plan (RTP) approved by Maricopa County voters in 2004. Under the RTP, a variety of transportation improvements, including new and expanded freeways, transit facilities and local street upgrades, are being constructed through 2025.

Safety tips

Here are some quick safety tips to think about before your trip

  • Always be aware of your surroundings and be alert for possible surveillance upon leaving or returning to your vehicle, home, or office.
  • Never enter a car without checking the rear seat to ensure that it is empty.
  • Do not develop predictable patterns.
  • If possible, exchange company cars or swap with coworkers occasionally.
  • Know the location of police, hospital, military, and government buildings should you need immediate assistance.
  • Avoid trips to remote areas, particularly after dark.
  • Select well-traveled streets as much as possible.
  • Keep vehicles well-maintained at all times to avoid breakdowns.
  • When driving, remember to keep automobile doors locked and windows rolled up (if possible).
  • Be constantly alert to road conditions and surroundings.
  • Never pick up hitchhikers.
  • Carry a 3 x 5 card printed with important phrases in the local language.
  • Report all suspicious activity to the company or embassy security contact, if applicable.
